Are 36 spoke wheels stronger?
If the spokes, rims, hubs, and craftsmanship of two wheels are on the same level, then the one with more spokes (36 in this case) will be stronger. Larger wheels (700c) benefit more from having extra spokes as they are inherently weaker than smaller wheels.

Each spoke crosses three others from its flange. Starting from the hub, the first cross is right at the flange, the second is an inch or two out from the flange, and the third is about half way to the rim. For this reason, 3 cross is better than 4 cross for large flange hubs with 36 spokes. This is a 4 cross wheel.
